Fossey will join the global façade specialist on 28 September as it targets its next phase of international growth.
He spent nine years at specialist engineering contractor McGee, joining as operations director in 2017 before becoming group managing director in 2019.
During his time at McGee, Fossey helped oversee its move from a traditional demolition and groundworks subcontractor into a wider specialist engineering contractor covering demolition, piling, civils and structural services.
Before joining McGee, he spent more than 15 years at Laing O’Rourke, rising through major project delivery roles to become technical leader of its UK construction business.
At Permasteelisa, Fossey will lead regional chief executives across Europe, the US, Asia Pacific and the Middle East.
Executive chairman Peter Bacon said: “Seb is a proven leader in our industry, and will bring strategic, commercial and technical skills to his new role.
“His leadership, management and operational experience, coupled with a strong commitment to customer service excellence, will help further our ambitions for the business.”
Bacon will give up his executive responsibilities when Fossey arrives but remain chairman, while former group CEO Liam Cummins will move from deputy chairman to become a non-executive advisory director.
